Create a Liquidity Pool for Retail DAO $RETAIL Token

This proposal outlines the process of creating a Liquidity Pool (LP) for the Retail DAO $RETAIL token and requests 150 million $RETAIL for that purpose from the Treasury. It also proposes setting up a Liquidity Bootstrapping Pool (LBP) to crowdfund the liquidity in ETH needed to fund the LP.
