Disable proposals that change DAO settings

This proposal will disable any further attempt to change the settings of this DAO. The main objective is to avoid a malicious actor to extend the minimum duration of the votes beyond the timelock of the MetaMorpho it is supposed to protect (making the guardian useless).

Should the settings be changed, the MetaMorpho owner will set a new DAO and propose it as new guardian (subject to a veto).
