Allocate Case Rights to Insurance Captive

If this proposal is approved, the entirety of the case award rights (100%) will be allocated to the establishment of a captive for a decentralized insurance protocol that is governed and owned by this DAO. Following the implementation of this proposal, additional proposals will be introduced to achieve full implementation of a decentralized insurance protocol and a captive. For example, a potential follow-up proposal would set the recipient address to the captive once the decentralized insurance protocol and captive smart contracts are deployed.
