Update DAO Minimum Voting Period

This DAO was initiated with a 1 hour minimum proposal time to make initial GOV token deployment easy. Now, before SSG liquidity is deposited, we must increase the waiting period for proposals to prevent bad actors from rapidly buying up 10% of the SSG supply and then voting to mint themselves an infinite supply of SSG to drain our liquidity. With a 7 day waiting period, SSG holders will have plenty of time to veto malicious proposals. In the near future after the StarSeeds DAO is fully deployed onto Aragon, we intend to increase the waiting period to 15 Days or 30 days.
