Upgrade BAL holdings to wstBAL to increase StarSeeds Protocol Yield

This is a proposal to transfer StarSeed's Protocol's UNI V2 STARV4-BAL liquidity pool tokens to the Expert Trading Council Multisig, in order for the BAL in the UNI V2 contract to be withdrawn and swapped to wstBAL, which will then be deposited into a new UNI V2 contract with STARV4. The LP tokens from the new contract will then be transferred to the StarSeeds Aragon Treasury. wstBAL is a liquid, yield bearing derivative of veBAL, currently with over a 70% yield.
