Withdraw from Balancer LPs due to Balancer fee increase.

Balancer recently increased its Platform swap fee from 33% to 50%. The increased capital efficiency from Balancer's weighted pools does not make up for a flat 50% loss in Protocol revenue. As such this is a proposal to withdraw from all but one StarSeeds Protocol owned Balancer LPs.
