With this first governmental proposal the DeCats DAO will be founded formally. If the proposal passes succesfully, then in a second step the DAO treasury will be filled with all remaining $DECATS from the team multisig wallet (1.369,6117 $DECATS / ~13,7% of ttl. supply).
